I explained that we do not have authority to grant visas for these 
purposes, and typically when we have a witness in a foreign country, law enforcement will go to the foreign country to 
interview the witness, and we are only really able to parole witnesses into the country for trial testimony (a process that 
takes a substantial amount of time). I explained that T visas are available to victims of sever trafficking who are present in 
the United States and are cooperating with law enforcement. I told her that there wasn't really anything that we could do at 
this stage to get 
into the country, but I told her she could call me if she thought of ways that we could assist (but 
reiterated that we may not be able to assist, but are available to discuss). 
I am going to reach out to C-20 to have agents reach out to Jennifer to learn more about the facts of the case and to obtain 
any materials/evidence that might be helpful. Jennifer has said that

types of circumstances and I'm copying her so she can reach out to you directly. My general understanding is that we are 
very limited in our ability to affect immigration processes in particular, and that ordinarily it would e through law 
enforcement and/or the normal visa process, and it sounds like those are perhaps in progress, but 
will know much 
better than I whether there are applicable exceptions to the normal prohibitions on our direct involvement.

that may have been 9 East 71st Street in Manhattan, Jeffrey Epstein's mansion.

blue couch and a window facing the street. While the image outside the window is blurry, it appears to be 
consistent with the view from an upper floor room at the front of E stein's mansion, which overlooks the Frick 
Museum across 71st Street between Madison and Fifth Avenues.

that she was raped at Epstein's mansion -- she has said that the house was "big", was owned by a "rich" man, was 
located at "9 71", had a large, arched front door topped by a scary man's face and flanked on either side by 
women's faces, had a large, adult doll on a chandelier inside the house, had photos of what looked like important 
people around the house, and contained many bedrooms. The "bigger girls" were placed in other bedrooms.

Presumably law enforcement would be able to sharpen the image to determine whether the room overlooked the 
Frick Museum, and compare the information she has provided with the information known about the features 
and contents of Epstein's mansion and the perpetrators, to help determine whether she was raped there. 
While

enforcement, Dr. SilberigLias received substantial evidence, including the photograph described above, written 
communications from =, 
the names of other traffickers at Epstein's mansion, photographs of current wounds 
on 
body and as a child, the names of perpetrators pictured in some of the photographs, current phone 
numbers of perpetrators who communicated with 
and conversations with perpetrators. 
We beseech you to do whatever you can to help 
promptly enter the U.S. in order to enable us to deliver 
such information to law enforcement. While we realize a TI visa may not be suitable at this time, a B2 tourist 
visa for medical care for a limited time may be, so that she can take advantage of medical treatment available 
through Polaris, or perhaps there is another option. Time is of the essence -- we are very concerned that the 
Russian crime family will track her down and take action against her and perhaps also those who have assisted 
her.
