Q29. Given year-end performance calls are made by FBIHQ PMs based on a variety of metrics to 
include Program Measures, what steps did you take throughout the rating year to ensure your Program 
is Accomplishing the Mission (or High Performing)? 
(U/fFOUO) In FY18, the NY VCAC and HT threats were both rated "High Performing" during the year-end 
FOSP evaluations. In FY 19, the VCAC and HT threats were both "on-track" during mid-year FOSP 
evaluations with "High Performing" ratings for quality of work and impact on the threat. 
(U//FOUO) The NY PCOR was proactive in ensuring the NY VCAC Program was aligned with the goals and 
objectives of the VCAC Unit in FBIHQ. The PCOR made sure to engage the PM for the North Atlantic Region 
in regular dialog to keep VCAC Unit updated on the most significant case developments. The NY VCAC 
Program was aligned with the investigative priorities set by the VCAC Unit and made sure to address all aspects 
of the VCAC threat with large, im actful investigations. The NY VCAC Program addressed

Q34. Explain over/under burn and explain if resources were not aligned with Band I-III threats. 
Explain any surge of resources to or from the Program. 
(U/fFOUO) During the inspection period the NY VCAC Program had an agent FSL of 15 with a slight over 
burn of .029 (15.029). Resources were aligned with the Band II VCAC threat and the Band III HT threat. The 
over burn was likely a result of a surge in resources needed for the two large-scale VCAC investigations, Hard-
Knock and Jeffrey Epstein. Additionally, SA 
returned to the squad at the end of the 
inspection period after serving as the Temporary SSA, resulting in more agent TURK towards VCAC matters.
