(U//FOUO) Strategy Development (TRP, Resource Allocation, & FOSP): 
Ql. Describe the field office's TRP process. As a PCOR, what specifically was your role? Provide any 
specific examples of decisions you made or direction you provided throughout the process. 
(U//FOUO) The TRP process at NYO was a collaborative effort between Intel and ops. Prior to the official TRP 
session, the ASAC addressed the TRP during his bi-weekly management meetings. Specifically, he discussed 
the TRP process, led discussions of preliminary assessments as to the existing threat picture and potential 
banding modifications, and he set forth his expectations (that each PCOR brief their respective threats during 
the official TRP session and that all SSAs were mandated to attend) of each SSA. As needed, the ASAC also 
engaged the SSAs in one on one meetings to ensure banding decisions were based on the mutual perspectives of 
Intelligence and Operations personnel. 
(U//FOUO) The VCAC PCOR has been responsible for maintaining awareness and enhancing the state of the 
program throughout the year. With the expertise obtained through day-to-day operations, coordination with our 
task force partners and NY intelligence components, the VCAC PCOR developed an effective strategy to 
address the variety of violent crimes against children violations in the NY AOR. During the TRP process, the 
VCAC PCOR presented the strategy and justification that resulted in robust discussions as well as addressed all 
EM questions. For both FY18 and FY19, sufficient justification was articulated to maintain the VCAC program 
as a Band II threat. 
Q2. Provide up to five of the most significant intelligence and operational documents utilized to generate 
the Depth of Review discussion and appropriately band Program threats during the TRP. Describe how 
each was used to prioritize threats. For example:

Task Force 
(U/fFOUO) Most VCAC matters, and all Child Sex Trafficking and HT matters worked by C-20 were 
considered and were worked as task force matters within the NY CEHTTF. The task force has one full time 
NYPD lieutenant and six full time NYPD detectives, and one NYPD detective is on TDY to the task force. The 
task force also has one part time investigator from the NYC Department of Corrections embedded on the squad. 
The Long Island RA has two full time SCPD detectives on its CEHTTF task force. The C-20 CEHTTF has also 
routinely worked joint cases/operations with the NYPD Computer Crimes Squad, NYPD Special Victims 
Squads, and the Port Authority of New York and New Jersey, Youth Services Unit. Field operations to include 
arrests, searches, proactive undercover matters, include and are enhanced by the participation of our task force 
partners.

(U//FOUO) The NY CEHTTF's statistical accomplishments for its first year in existence (FY '18) included the 
following: human trafficking arrests increased 75%, indictments/information increased 91%, and disruptions 
increased 500%. 
(U//FOUO) 31E-NY-3027571, EPSTEIN, JEFFREY; CHILD SEX TRAFFICKING: This case has required a 
surge in investigative resources and has received significant, worldwide media attention. An investigation out 
of the Southern District of New York regarding the sexual exploitation of several minor victims at the hands of 
Jeffrey Epstein. Minors had been invited into his residences, one of which was located in Manhattan, and were 
paid to provide massages to him which turned sexual in nature. Epstein paid the minors $200 and up and 
wanted them to recruit other minors to engage in similar activity. Epstein would have assistants in set up the 
appointments. In 2008, Epstein pled guilty in state court in Palm Beach, FL for one count of solicitation of 
prostitution and one count of solicitation of prostitution with a minor under the age of 18. Epstein served 13 
months in prison and was forced to register as a sex offender. Epstein was indicted for 18 USC 1591 and 18 
USC 371 in the SDNY and was arrested at Tederboro Airport in New Jersey following a trip to Paris. Two 
search warrants were executed at Epstein's residence at 9 East 71st Street, New York, New York and several 
items were seized, including images of child erotica, computers, digital media, and electronic devices. Victim 
interviews continue and have been ongoing throughout the inspection period.

(U/fFOUO) The Innocence Lost National Initiative (ILNI) was initiated to address the growing problem of 
children being recruited into prostitution. This initiative was supported by the Department of Justice Child 
Exploitation and Obscenity Section (DOJ/CEOS) and the National Center for Missing and Exploited Children 
(NCMEC). The goal of the initiative was to launch child sex trafficking investigations targeting pimps for 
prosecution, and to identify and recover child victims. There are 78 Child Exploitation and Human Trafficking 
Task Forces (CEHTTF) throughout the country, which were created to support the ILNI. NY maintains a 
robust and effective CEHTTF in support of the VCAC Program. The NY VCAC Program sup orted the ILNI
