Dear Secretary-General, 
Please accept this letter as fermi notification that I will be stepping down 
from my position as Special Envoy and Under-Secretary-General, effective May 31, 
2016. Having served in this capacity for the last 12 years, I now wish to devote 
more time to the work of the International Peace Institute (IPI) — particularly in its 
partnership with the United Nations. 
It has been an honour and a pleasure to work for you during your tenure as 
Secretary-General, and I am proud to have served as one of your senior advisors on 
a variety of issues pertaining to the Middle East. I would like to thank you not only 
for your confidence in me, but also for the many opportunities you have given me 
to learn from your wisdom and experience as well as that of other senior 
colleagues on such a broad spectrum of issues related to international affairs. 
During my tenure as Special Envoy, the political landscape in and around 
Lebanon — as well as that of the broader region — has changed radically. However, 
the provisions of Security Council resolution 1559 (2004) remain ever more valid 
and important for the political independence, sovereignty, and territorial integrity of 
Lebanon today. 
While I believe that the new Secretary-General should stapd free to organize 
the many resolutions related to the Middle East in the way that he or she best sees 
fit, I strongly recommend that there should, in the future, remain a dedicated 
Special Envoy for issues related to resolution 1559 (2004), independent from other 
resolutions. 
As an interim solution related to your next report, due to the Security 
Council in October, I recommend that the Under-Secretary-General for Political 
Affairs be tasked with the reporting to the Council.

you in person, but I do hope that this can be rectified in the near future.
