Research and Program Activities 
Rick Hooper Distinguished Fellowship for International Peace and Security 
The establishment of a new fellowship at IPI was announced on October 19th. Funded by a generous donor, the 
fellowship is in honor of Richard M. Hooper, UN diplomat and Middle East expert who died at age 40 on August 
19, 2003, in the terrorist bombing of the United Nations headquarters in Baghdad. The first recipient of this 
fellowship is Walter Kemp, Director for Europe and Central Asia at IPI's Vienna office. 
Recent Publications 
Termites at Work: Transnational Organized Crime and State Erosion in Kenya Policy Paper by 
Peter Gastrow 
For many developing countries and fragile states, transnational criminal networks constitute a direct threat to 
the state and have the potential to undermine its very foundations. This policy report examines whether Kenya 
faces such a threat and is the result of a year-long study undertaken by Peter Gastrow, IPI's Director of 
Programs. His detailed research findings will also be published in a forthcoming comprehensive report. 
The UN Security Council and Conflict Prevention: A Primer Policy Paper by Paul Romita 
In the wake of increased attention to conflict prevention in the UN system in recent years, this report provides a 
primer on the UN Security Council's conflict-prevention activities and suggests ideas for improving its work in 
this area. 
Know Your Enemy: An Overview of Organized Crime Threat Assessments Issue Brief by Mark 
Shaw 
As part of IPI's Peace without Crime project, this issue brief considers the history of organized crime threat 
assessments, the process in which they have been produced and used, and their application to postconflict and 
fragile states.

about the popular uprisings in the Arab world, and particularly the volatile situation in Yemen. 
The State vs. Organized Crime in Kenya: A Reality Check 
October 4, 2011 — Public-Affairs Event (Nairobi, Kenya) 
Kenya's Prime Minister Raila Odinga spoke at a policy forum on the issue of transnational organized crime. The 
event in Nairobi, co-organized by IPI and the Africa Centre for Open Governance, was held to launch Peter 
Gastrow's report, Termites at Work, on transnational organized crime in Kenya. 
Rage and Rebellion Across the Islamic World

Award-winning journalist Robin Wright discussed the changing Islamic world and her new book, Rock the 
Casbah: Rage and Rebellion Across the Islamic World, at IPI's Beyond the Headlines event.

Launch of a book by Alex Perry, Time Magazine's Africa bureau chief, featuring the central figure in the book, 
Ray Chambers, a Wall Street multimillionaire and civic philanthropist who led a two-year campaign to eradicate 
malaria and is now Ban Ki-moon's Special Envoy for Malaria. 
Welcome Reception for New UN and Permanent Mission Staff Members

IPI held a reception in honor of the new staff members at the permanent missions, UN Secretariat, and UN 
agencies with whom IPI works closely. 
Protection of Children in Armed Conflicts: Complementary Approaches to Engaging Nonstate 
Armed Groups

Co-organized with Geneva Call, experienced practitioners discussed different approaches to engaging nonstate 
armed groups on the protection of children from the effects of armed conflict. 
Strengthening Regional Security Cooperation and Capacity in South Asia: What Role for Civil 
Society in Countering Terrorism? 
October 17 and 18, 2011— Expert Roundtable (closed) 
A workshop co-organized with the Center on Global Counterterrorism Cooperation explored the potential for 
greater engagement of civil society in preventing and combating terrorism in South Asia. 
Roundtable in Kuala Lumpur on the Southeast Asian Contribution to UN Peacekeeping 
October 17 and 18, 2011— Expert Roundtable (Kuala Lumpur, Malaysia) 
Part of the Being a Peacekeeper Series, an IPI joint initiative with the Pearson Peacekeeping Centre, this 
regional roundtable was also co-organized with the Asia-Pacific Civil-Military Centre of Excellence (Australia) 
and the Institute of Strategic and International Studies (ISIS) Malaysia.

Enforcement Cooperation

An off-the-record roundtable discussion addressed issues relating to the future of international law-enforcement 
cooperation and transnational organized crime. 
Environmental Migrants: Climate Change and Human Migration
October 24, 2011 - Public-Affairs Event 
Speakers discussed future challenges of migration and displacement posed by environmental change. The 
event was sponsored by the governments of Portugal and Germany and feeds into both states' efforts to 
address the effects of climate change within the Security Council. 
Mitigating Vulnerabilities of Women and Children in Armed Conflicts in Africa 
October 24 and 25, 2011 — Expert Roundtable (Dakar, Senegal) 
IPI, in partnership with the African Union Peace and Security Department and Femmes Africa Solidarite, held a 
two-day expert meeting in Dakar on the African Union Panel of the Wise report, "Mitigating Vulnerabilities of

Women and Children in Armed Conflicts," with the aim of formulating recommendations for African leaders. 
Implications of the Arab Uprisings for the OSCE—Mediterranean Dialogue 
October 25 - Workshop (IPI Vienna) 
This workshop looked at the implications of the Arab uprisings for the OSCE—Mediterranean dialogue and 
discussed new possibilities for partnership. 
Accountability and Fact-Finding Mechanisms for Violations of International Humanitarian Law 
and Human Rights Law: The Role of the Security Council — Past and Future 
November 1, 2011 - Public-Affairs Event 
Co-organized with the Permanent Mission of Portugal, the workshop coincides with the November 9th Security 
Council open debate on the Protection of Civilians. 
Transition Compacts: Lessons from UN Experiences 
November Z 2011 - Seminar (roundtable) 
Seminar organized by the International Peace Institute in collaboration with the United Nations and the OECD 
International Network on Conflict and Fragility (INCAF). IPI presented its study on UN experiences with the first 
generation of compacts, based on case studies of the UN's role in the development and implementation of 
compacts in Afghanistan, Iraq, Liberia, Sierra Leone, the DRC, and Timor-Leste.

Ahead of the November 23rd elections in Egypt, IPI is hosting prominent Egyptian youth activist Ahmed Maher 
for a conversation on the current political situation and the aspirations of young people in this revolution of 
expectations. Maher, the founder of the April 6 Youth Movement, has been playing a leading role in the political 
mobilization of youth through the deployment of new technologies and social networking platforms.
