Mr Ellis will now stand trial in June next year. but the court was told that could be changed again if it 
clashed with a parliamentary sitting week. 
Mr Ellis suspended his own Liberal Party membership in the wake of being charged but, in a 
statement issued after the court hearing, said he would ask the party to back him or sack him. 
"As this matter will now not be resolved prior to the state election, I will write to the State Executive of 
the Liberal Party inviting them to confirm that I remain the endorsed Liberal Party candidate for the 
seat of Narungga," Mr Ellis said.

"Given I am presumed innocent I hope that the Party will confirm my endorsement and allow me to 
stand as a Liberal candidate at the election. 
'If the Liberal Party, despite the presumption of innocence, and despite my record in achieving 
outcomes for the people of Narungga, and despite the overwhelming support that I have received 
from my community, choose to remove my endorsement then I will nominate as an independent 
candidate and seek the support of my community directly! 
The Liberal Party state executive said a decision regarding Mr Ellis's candidacy was "yet to be 
determined'.

On Wednesday, Mr Ellis's lawyer, Anthony Allen QC, made an application to vacate his client's trial 
date until after a judgement had been made in Mr Bell's case. 
"So far as defence is concerned, [the Bell case] is likely to have an impact, or potentially could have an 
impact, on this trial," Mr Allen told the court. 
'There are matters being considered by the High Court that are relevant to these proceedings; the 
interpretation of the ICAC Act is certainly something that will occupy focus in the High Court. 
"Some guidance in the form of a judgement in the High Court would likely resolve any potential issues 
that might have an adverse impact on these proceedings!

Prosecutor Ryan Williams did not oppose setting a new trial date for Mr Ellis but warned the High 
Court matter may be delayed and not heard until January or February next year. 
Mr Williams also asked the Adelaide Magistrates Court to appoint an apolitical Magistrate to Mr Ellis's 
matter. 
'It's important that, whoever hears this trial, neither have any affiliation with any of the major political 
parties nor must they have had any affiliation with the major political parties in the past, given the 
highly politically sensitive nature of the allegations' he said.

MP Fraser Ellis reveals he has been charged after investigation by ICAC 
First-term South Australian Liberal MP Fraser Ellis has been charged with making more than $18,000 in 
fraudulent expenses claims, after a probe by the state's anti-corruption watchdog. 
The Independent Commissioner Against Corruption 
(ICAC) Ann Vanstone QC, said it would be alleged Mr 
Ellis made 78 fraudulent claims for the Country 
Members' Accommodation Allowance. 
The probe was sparked by a series of exclusive 
stories by the ABC that raised questions about the 
use of the scheme by several MPs. 
The system allows regional MPs who live more than 
75 kilometres from Adelaide to claim up to $234 a 
night when they are in the city on official business. 
Key points:

Government 'in chaos' 
Opposition Leader Peter Malinauskas said it was a 'stunning revelation'. 
'People are also rather alarmed about the fact that he'd informed the Premier and the Premier has 
said absolutely nothing about it, despite having opportunity to do so; Mr Malinauskas said. 
'This speaks to a degree of secrecy that ... I think South Australians are alarmed about. 
"We now have a Marshall Liberal. Government that was elected with a majority 
and has lost it and that has sent the government into chaos at the very time 
South Australians are looking for stability in leadership' 
Premier Steven Marshall said today he was told 'late yesterday about the charges being laid against 
Mr Ellis. 
'I'm focused on one thing — the people of South Australia,' Mr Marshall said. 
He said the pre-selection for Narungga occurred last year and that Mr Ellis could not be a candidate 
for the Liberal Party if he was not a member. 
"It is a matter for the state executive' he said. 
Mr Marshall said he had written confirmation from Mr Ellis that he would continue to support the 
State Government on confidence motions and supply.

The Country Members' Accommodation Allowance came into focus when an ABC investigation raised 
questions about long-serving Liberal MP Terry Stephens's use of the scheme.

Mr Stephens maintained he had done nothing wrong, but the ABC investigation prompted State 
Parliament to release 10 years' of allowance claims. 
Immediately before those details were published. Mr Ellis announced he would repay money claimed 
while staying in Adelaide with Mr Stephens. 
Ministers Stephan Knoll and Tim Whetstone also repaid thousands of dollars, while maintaining they 
had done nothing deliberately wrong. 
The pair later resigned from their ministerial portfolios. 
The ABC's stories prompted ICAC to begin investigating several MPs. including Mr Ellis. Mr Stephens 
and Adrian Pederick. 
The Office of Public Integrity also examined the allowance claims of other regional MPs, but later 
cleared them. 
Veteran Liberal MP Mr Pederick also repaid money while maintaining his innocence, before stepping 
down from his role as Government whip. 
Mr Stephens stepped down as president of the Upper House while continuing to maintain he had 
done nothing wrong.

At the end of a marathon late-night sitting where Parliament passed a contentious abortion bill, Mr 
Ellis rose to his feet after 2:00am to reveal he had been charged with offences arising from an 
investigation by the ICAC. 
I'd like to take this rather unconventional time to inform the House that yesterday I was charged with 
alleged offences arising from the recent ICAC investigation into the Country Members' 
Accommodation Allowance,' Mr Ellis said. 
I am completely innocent and I will be vigorously defending these allegations to the full extent of my 
resources and the law. 
"These charges are mere allegations, not proof of what is alleged against me." 
"I make this statement now, Mr Speaker, knowing that there has been no public statements from the 
ICAC or the Department of Public Prosecutions because I have nothing to hide, my conscience is 
clear! 
Mr Ellis was one of several State Government MN investigated by the corruption watchdog over their 
use of the Country Members' Accommodation Allowance. 
Mr Ellis has repeatedly maintained his innocence, 
but repaid $42,130 he had claimed under the scheme 
while staying at the Adelaide residence of a 
parliamentary colleague.

After the election, Marshall continued to lead the Liberals in opposition.A Former Liberal leader 
Mardn Harnilton-Smith became an independent two months after the election and indicated his 
support for the govemmentrai Following the death of Such and the subsequent 2014 Fisher by-
e!ection which Labor won by five votes from a 7.3% 2PP swing away from the Liberals, Labor 
went from minority to majority government. Brock and Hamilton-Smith maintained their 
confidence and supply support for the government which provided a 26 to 21 parliamentary

The 2018 state. election was held on 17 March. The July to September 2014 Newspoll had seen 
Labor begin iolead the Liberals on the two-party-preferred vote for the first time since 2009.(233
The October to December 2015 Newspoll saw Marshall's leadership approval rating drop 11 
points to 30%, the equal lowest Newspell approval rating in history for a South Australian 
Opposition Leader since Dale Baker in 1990.14419-51M At the election, Marshall again faced 
Weatherill and Labor which were seeking a record fifth term in office and the 
care centrist 
party, SA-Best, led by forme[§enator Nick Xerrophontileho was seeking the ba!ance of power in 
-the Assembly. The 2016 electoral redistribution had given the Liberals an advantage of 27 seats 
to Labor's 20 seats heading into the election.

Parliament Rob Lucas sworn in as an interim three-person government by the Governor of South 
Australia, Hieu Van Le. Marshall became Premier, Chapman Deputy ['fernier and At;rrney-
General, and Lucas Treasurer. Lucas had previously served as Treasurer in the last Liberal
