Background Premise 
Jeffery Epstein is a Tier 3 registered sex offender with residences in the United States Virgin 
Islands, New York, New Mexico, Florida, and France. His registration compels compliance with 
SORNA (Sex Offender Registration and Notification Act). 
Legal Background 
On February 8, 2016 the President signed into law the "International Megan's Law to Prevent 
Child Exploitation and Other Sexual Crimes Through Advanced Notification of Traveling Sex 
Offenders." Among other things, this bill amends 42 U.S.C. § 16914 to require sex offenders to 
provide the relevant registration authority with "[ijnformation relating to intended travel of the 
sex offender outside the United States, including any anticipated dates and places of departure, 
arrival, or return, carrier and flight numbers for air travel, destination country and address or 
other contact information therein, means and purpose of travel, and any other itinerary or other 
travel-related information required by the Attorney General." 
The bill also amends 18 U.S.C. § 2250 to create a new criminal offense as follows: 
(b) INTERNATIONAL TRAVEL REPORTING VIOLATIONS.—Whoever—
(1) is required to register under the Sex Offender Registration and Notification Act (42 U.S.C. 
16901 et seq.); 
(2) knowingly fails to provide information required by the Sex Offender Registration and 
Notification Act relating to intended travel in foreign commerce; and 
(3) engages or attempts to engage in the intended travel in foreign commerce; 
shall be fined under this title, imprisoned not more than 10 years, or both. 
Investigation of Current Criminal Behavior 
Has Jeffrey Epstein strictly complied with the statutory requirements? We have reason to believe 
he has not. 
Recommendations: Obtain information provided by Jeffrey Epstein to all 
agencies to whom he is required to report under federal and state law. Obtain FAA flight 
information on his planes and helicopters. Epstein's Gulfstream (Make G 1 1 Model 59B) had 
Tag N908JE and now has Tag N909JE. Epstein's Boeing (B72731) had Tag N908JE and his 
Cessna (C421B) had Tag N908GM. Obtain passport information on all passengers. Obtain 
information on any travel agency that Epstein uses. Epstein has been known to use a travel 
agency by the name of Shopper's Travel to purchase tickets for females to fly on commercial 
airlines.

There are also many companies through which Epstein operates. As you know, those companies 
do not have a Fifth Amendment right to protection. Each of these companies should be 
subpoenaed. One single attorney, Darren Indyke, represents all of these companies. He is 
located in New York.

Determine whether Jeffrey Epstein has pursuant to these requirements notified authorities 21 
days in advance of all travel including 1) where he was traveling, 2) how long he was staying, 3) 
who was traveling with him, and 4) all other travel information. The subject is known to travel 
frequently and by private plane. Compliance with the law, if it is to provide even the basic the 
protections intended by Congress, requires, in our view, investigation and enforcement with 
regard to someone with the background and record of Jeffrey Epstein.

Epstein's employees, past and present, all signed confidentiality agreements and employment 
agreements that required them to contact a lawyer in New York named Richard Kahn if ever 
contacted by law enforcement. 
At some point in time, Jeffrey Epstein worked for the United States government as a financial 
bounty hunter. He has retained significant political connections with both Israel and the United 
States. 
Individuals with significant knowledge include Ehud Barak, Les Wexner, George 
Mitchell, Bill Richardson, Bill Clinton, and Doug Band.
