The article highlights how a minor conflict escalated into a wide-ranging and costly legal process that, according to the author, exposes structural problems within child protection and a deficient respect for family integrity and statutory rights. The article was offered to Vasabladet/Pohjanmaan Sanomat, who refused to publish it, despite having spread false accusations about the family. Joakim Förars's document exposes a shocking example of how the child protection system can turn into a persecutor of families. The fate of the eight-child Karf family in Pedersöre/Pietarsaari stands as a cautionary example of unchecked government power.

The Core of the Case

Since 2016, the family of Tommy and Karoliina Karf has been subjected to systematic harassment by child protection services. The trigger was a conflict with Tommy's parents, which led outsiders to file child welfare reports. One of the reporters openly admitted that their motive was to pressure Tommy into reconciling with his parents. Not genuine concern for the children's well-being.

The documentation shows the reports to be groundless. Both the Parliamentary Ombudsman and the Administrative Court have determined that there are no grounds for taking the children into custody. Yet the process continued for years, flagrantly exceeding the statutory three-month time limit.

How the Authorities Operated

The methods employed by child protection services bear the hallmarks of harassment:

  • When the family refused to cooperate on the basis of unfounded suspicions, this was interpreted as "unwillingness to cooperate"
  • The family's housing conditions were turned into a weapon: the municipality unlawfully terminated the family's housing, worsened the situation, and then used the very problem it had created as grounds for taking the children into custody
  • Home education and the family's religious convictions appear to have been the real reasons behind the authorities' actions

Escalation in 2024

In January 2024, the situation came to a head:

  • The children were unlawfully removed through an emergency placement
  • Visitation rights were severely restricted: only a couple of supervised visits per week
  • The children were traumatised, a fact confirmed by the head of the children's home unit
  • Social services planned to separate the siblings across different placements

Police conducted a home search, citing suspected "aggravated deprivation of liberty and aggravated assault" — yet without any description of what specific act was alleged to have occurred, when, or to whom. This appears to have been a pure fishing expedition to find "anything" incriminating.

The Expert Panel Farce

Social services appointed an "expert panel" that recommended custody for an indefinite period. Astonishingly, not a single member of the panel had ever met any member of the family. The statement was based solely on preconceptions, and all existing documentation was completely disregarded.

The Financial and Human Cost

  • Over €400,000 in taxpayer money spent on harassing the family
  • Eight children traumatised
  • Parents driven to despair
  • Those genuinely in need of help left without resources

The Outcome

The family made a tragic decision: they "freed" their children and went underground. Förars emphasises that while this was a serious mistake, it would never have happened without the systematic provocation by the authorities.

Critical Questions

How is it possible that:

  • Authorities can continue harassing a family for years without legal grounds?
  • Decisions by the Parliamentary Ombudsman and the Administrative Court can be disregarded?
  • Housing problems that the municipality should resolve are turned into grounds for removing children?
  • "Experts" can make recommendations without ever meeting the family?
  • Religious conviction and home education are effectively treated as risk factors?

Förars's document reveals a systematic abuse of power in which the authorities' own interests — avoiding accountability and refusing to admit mistakes — take precedence over genuine child protection. This is not an isolated error but a structural problem in which control has spiralled beyond all bounds.
