The rate of project establishment has dropped 60 per cent in two decades. The Vanhanen I government established 67.2 projects per month. The Orpo government establishes 27.3. Meanwhile, the share of EU implementation has tripled.

Observations

  1. The peak of project activity was 2003–2010 (Vanhanen I–II): ~65–67 projects/month. This is clearly the most active period.
  2. A declining trend from 2011 onward: Katainen/Stubb/Sipilä → Marin → Orpo, monthly rate falling from 50 → 38 → 32 → 27. This may reflect either a genuine shift or a change in how the Project Window is used (e.g. larger packages, fewer small projects).
  3. By start date, however, the Orpo government appears more active (65.6/month) — meaning many projects are started but formally established less frequently. The gap may indicate a change in administrative practice.
  4. In thematic distribution, justice dominates across all governments (~20–25%). During Marin's term, environment (133) rose significantly higher than under Orpo (76). Under Orpo, security and administration are proportionally more prominent.
  5. Legislation is the most common project type across all governments (~40–57% of projects), with the PROJECT type second (~30%).

Sipilä deep analysis: Of 1,846 projects, 1,032 (56%) were completed during Sipilä's term, 80 during Rinne's brief tenure, 406 not until Marin's term, and 27 not until Orpo's term. 27 are still active — projects over 7 years old that have never been completed or closed.

Three observations:

  1. The financial crisis did not increase project volume — on the contrary, 620 vs. a preceding 839. The administration continued business as usual.
  2. COVID produced the most named crisis projects (18), but total volume rose only 16%. The bulk was the existing machinery reacting, not new strategic initiatives.
  3. The energy crisis is the bleakest: only 6 directly named projects, total volume dropped significantly (279 vs. 389).

Anticipation test:
- Immigration projects before 2015: 17 projects — something existed, but nothing prepared for the volume
- Pandemic preparedness before 2020: 0 projects — not a single one
